Education and Training 2015 (Basic and Follow-up Training Course)


・We will hold education and training in April and October.The upcoming Education and Training 2014 is scheduled as follows.

Introduction

Requirements to use radioisotopes (RI) in research and study

Laws and ordinances stipulate the area for using RI and the requirements for RI user, etc.


In Tokyo Medical and Dental University (TMDU), the area people can use RI for the purposes of research and study is limited to General Isotope Research Division, and to become a RI user, registration, attending basic training course (Education and Training) and taking medical examination are necessary requirements.Health Service Center will hold medical examination for RI user on April and October.The Radiation Protection Rules stipulates that people need to meet the following requirements described below to get permission to entry General Isotope Research Division.
Those who want to use RI are required to comply with the following requirements.

What’s Education and Training?

It is essential for radiation protection that radiation workers be aware of radiation-control requirements, and that they be fully cooperative. To this end, radiation workers are required, through education and training, to understand the importance of radiation control and specific protection measures, and to have basic knowledge about biological effects of radiation.
Education and training are necessary before a radiation worker deals with radiation or radioisotopes for the first time, and regularly thereafter at least once a year.

What’s Medical Examination?

Those who are to be assigned to deal with radiation and radioisotopes must be checked to see if they are suitable for the job from the viewpoint their health. The radiological medical examination is in contrast to and ordinary medical examination given to every worker at the establishment.
There are two kinds of radiological medical examinations: one prior to starting work as a radiation worker and those given periodically thereafter.

PART 1. Registration Procedure

How to start using radioisotopes and radiation in General Isotope Research Division

Who is qualified as a registered user?

TMDU academic staffs, students, graduate students, research students and individuals admitted by dean or head of each faculty of TMDU are eligible to use General Isotope Research Division.
To use General Isotope Research Division of TMDU, you should be a registered user.
To become a registered user, you need to complete the basic training course (first education and training) and to take medical examination, as well as the registration

Education and Training (Basic Training Course)

・The person who will use radioisotopes for the first time is required to attend the basic training course by the laws.
・TMDU provides the basic training course twice a year (April and October).This course is being conducted in Japanese. If you have a plan to use RI, we recommend that you attend the course regardless of registration.

・In case you have already finished the basic training course in any other institutes, you can skip the contents (1), (2) and (3) if you submit the following certificates(※) to General Isotope Research Division.
*(4) Radiation safety regulation of TMDU is necessary.

・Certificate of occupational radiation exposure history

Medical Examination

・All individuals who use radiation need to take medical examination and submit Radiation workers heals questionnaire. Blood test is a must.
・TMDU carries out medical examination for radiation worker twice a year (April and October), so if you have a plan to use RI, it is advisable to take the medical examination.
・If you miss the medical examination above, please take tests that required by Health Service Center at any medical institutions (hospitals) and submit the medical examination report to Health Service Center.
・Please contact Personnel Division(For school personnel/3rd floor,Bld No.5/Extension 4619) or Student Suppsrt Section(For Students/3rd floor,Bld No.5/Extension 5081) for details about the medical examination.

Registration


Please register once in academic year.

Nowadays, the application can be done online system.
STEPS:
1) Fill in the spaces of[1]&[2].
2) Update the Radiation Worker Registration Card in the space of[3].
3) Click"SEND"
4) The administrator receives the application forms submitted online system,examines them,and sends written permission to the applicant.

When you can not use the online system,you can download Application for User Registration of Research Center for Medical and Dental Sciences and Radiation Worker Registration Card from website of Research Center for Medicaland Dental Sciences(http://www2.tmd.ac.jp/cmn/gene/Guide/downloads.html).
Please submit the completed card and application form to Human Gene Sciences Management Office(4th floor of Bld No.8 South).

Luxel Badge and Fingerprint Registration

・To enter controlled area, you need Luxel Badge (personal monitoring badge) and Fingerprint Registration.
・Luxel Badge is provided to a person who submitted documents for registration.The application can be done online.http://www2.tmd.ac.jp/cmn/gene/Guide/index.html
Otherwise,please submit the completed application forms to Human Gene Sciences Management Office(4th floor of Bld.8 South).

The staff take your fingerprints at General Isotope Research Division Management Office.Please visit to our office from 9am to 5pm on weekdays.


PART 2. Facility Rules

How to start working with radioisotopes in General Isotope Research Division

Once you become a registered user, you are eligible to use RI in the control area for radiation of General Isotope Research Division.

How to purchase and receive RI

To get radioisotopes, there are two ways: purchase and transfer. In each case, Isotope Ordering Form and Radioisotope Use Planning Sheet are required.

1) Please submit the completed Isotope Ordering Form and Radioisotope Use Planning Sheet to General Isotope Research Division Management Office.
2) All ordered RI is delivered to General Isotope Research Division Management Office and put in the storage by the office staff. The office staff informs you that the RI is available by e-mail or by telephone as soon as it is stored.

How to use the stored RI

・The laws oblige that radioisotopes are stored in a storage facility for RI.
・When you use RI, you must take out RI you want to use from the storage in RI storage room, and put the RI back in the storage after using it.
・To use RI, you should dispense only a quantity needed for your experiment in RI Segmentation Room and bring only the dispensed RI into each laboratory (workroom) and conduct an experiment on the day.
・Furthermore, if there is remaining amount of the RI, it should be put back in storage quickly.
・Radiation workers should keep in mind to observe rules described above in order to minimize troubles with radioisotopes.
・In addition, please don’t forget to record the use and disposal of radioisotopes on computer every time a radioisotope is used.

How to record the Use and Disposal of RI

・Radiation workers are required by laws to keep a record of the details on use of RI.
・All computers in General Isotope Research Division are programmed for record keeping of the Use and Disposal of RI; therefore, radiation workers need to input the data into a computer every time they use radioisotopes.

Emergency and Accident Response in Radiation Facility

・Cases that are considered as emergency and accident in radiation facility are fire breaking, contamination of body and facility, abnormal exposure and loss of RI etc.
・When radiation workers are in such cases while using radiation facility, they need to act carefully with attention.


1) Fire and Explosion Accident

Fire and explosion cause dissipation of RI and it could lead to several radiation accidents. Therefore, all radiation workers need to try to prevent fire and radiation damage (hazard) from occurring. For this reason, radiation workers are asked not to bring ignition source, combustible material and other materials that may cause a chemical reaction with ignition into this center as much as possible. In addition, drier, electrical appliances and gas appliances etc. should always be checked and used according to a standard. In case of fire, the first person to find call out loudly to someone near the place and immediately contact to Management Office. Radiation workers need to formulate measures to prevent fire spreading in advance.


2)Stolen or Lost Radioisotope

A radioactive source taken out from storage to use should never leave, but must always be stored in a given storage. In addition, when the whereabouts of a radioactive source that has been dealt with by a radiation worker becomes unknown, the worker should make contact with anyone of radiation protection staffs and ask for instructions on measures to be taken.


3) Radiation Accident

If a radiation worker seems to be exposed to radiation during the experiment, the worker should stop the experiment immediately and notify management office or radiation protection supervisor and receive instructions. And it is essential to take measures to abandon others the place.


4) Contamination Incident

Contamination incident hardly ever occur if radiation workers are careful about contamination during their work. However, if contamination incident unfortunately occur, they make clear which body parts are contaminated and the extent of contamination, and then notify a radiation protection staff or radiation protection supervisor. Decontamination work must be done according to the instruction of a radiation protection staff etc.

・General Isotope Research Division Management Office staffs work from 8:30 to 17:15 on weekdays.
・As the storage system is always on, radiation workers can take out radioisotopes during the business hours.
・The air conditioning system of General Isotope Research Division stops at closing time, so please be sure to finish your experiment in time and leave the control area for radiation.
